Bangladesh media has identified approximately 60 or so polling centers where there were voting irregularities. There were a total of 2701 polling centers so that means irregularities were limited to just over 2% of polling centers. Even the Election Working Group has reported at most 138 polling centers out of 2701 where alleged ballot stuffing occurred. They have listed other incidents but have not separated out different incidents at the same polling center vs different centers and this is the only number that directly affects the vote count. This works out to just 5% of polling centers. Free and fair voting took place in between 95%-98% of polling centers.
The margin of victory for the three Awami League backed Mayors was between 15%-25% of the cast vote. All of the reported allegations would have had no effect on who the eventual winners would be.
The Election Commission has cancelled 4.5% of the cast vote due to irregularities. This is in line with the 2%-5% irregularities reported. The Election Commission has done its duty properly and erased the irregularities from the final vote count. Again, this also means that 95.5% of the vote was cast in a free and fair manner.
2%-5% irregularities are definitely not “widespread”. Total vote cast was 44% which is similar to immediate past municipal elections in Dhaka and Chittagong. If irregularities had been widespread, the total vote cast would be much higher due to ballot stuffing.
BNP backed candidates received between 30-40% of the vote. Again, if irregularities had been widespread, how would the BNP candidates receive this much vote?
The final results are also similar to opinion polls conducted by us and other credible organizations before the elections. If irregularities had been widespread the result would not be anywhere near the opinion polls.

So the BNP expected to lose and had decided to boycott just to make the elections controversial even before election day.
বাংলাদেশের গণমাধ্যম কমবেশি ৬০ টির মত ভোট কেন্দ্রকে চিহ্নিত করেছে যেখানে নির্বাচনী অনিয়ম হয়েছে। সর্বমোট ২৭০১টি ভোটকেন্দ্র ছিলো, যার মানে মাত্র ২% এর মত ভোট কেন্দ্রে অনিয়ম দেখা গিয়েছে। এমনকি ইলেকশন ওয়ার্কিং গ্রুপের রিপোর্ট অনুসারে ২৭০১ ভোট কেন্দ্রের মাঝে সর্বোচ্চ ১৩৮টি কেন্দ্রের কথা বলা হয়েছে যেখানে কথিত ভোট দিয়ে দেয়ার ঘটনা ঘটেছে। তারা আরও কিছু ঘটনার তালিকা দিয়েছেন, কিন্তু তারা ঐ বিভিন্ন ঘটনাগুলো একই ভোটকেন্দ্রে হয়েছে নাকি ভিন্ন ভিন্ন ভোটকেন্দ্রে হয়েছে তা আলাদা করেননি, এটাই একমাত্র সংখ্যা যা সরাসরি ভোট গণনাকে প্রভাবিত করে। এটি হয়েছে কেবল মাত্র ৫% ভোটকেন্দ্রে। বাকি ৯৫% থেকে ৯৮% ভোটকেন্দ্রে অবাধ ও সুষ্ঠু নির্বাচন হয়েছে।
আওয়ামী লীগ সমর্থিত তিন মেয়র প্রার্থীরা প্রদত্ত ভোটের ১৫% থেকে ২৫% ভোট বেশি পেয়ে বিজয়ী হয়েছে। এই সকল অনিয়মের অভিযোগে কোনটিই চূড়ান্তভাবে কে বিজয়ী হয়েছে তাতে কোন প্রভাব রাখতে সমর্থ নয়।
নির্বাচন কমিশন, প্রদত্ত ভোটের ৪.৫% অনিয়মের কারণে বাতিল করেছে। এটা সেই রিপোর্টে আসা ২% থেকে ৫% অনিয়মের মাঝেই রয়েছে। নির্বাচন কমিশন তার দায়িত্ব সঠিকভাবে পালন করেছে এবং চূড়ান্ত ভোট গণনার সময় অনিয়মগুলো বাদ দিয়েছে। পুনরায় আবারও এটা বুঝা যায় যে, ৯৫.৫% ভোটদান অবাধ ও সুষ্ঠুভাবে হয়েছে।
২% থেকে ৫% অনিয়মকে অবশ্যই “ব্যাপক” বলা চলে না। মোট প্রদত্ত ভোট ৪৪% যা এর ঠিক আগে হয়ে যাওয়া ঢাকা ও চট্টগ্রামের সিটি নির্বাচনে কাছাকাছি। যদি ব্যাপক অনিয়ম হতো, তবে জাল ভোট দেয়ার কারণে প্রদত্ত ভোট আরও অনেক বেশি হতো।
বিএনপি সমর্থিত প্রার্থীরা প্রদত্ত ভোটের ৩০% থেকে ৪০% এর মত পয়েছে। আবারও বলি, যদি ব্যাপক অনিয়মই হতো তাহলে বিএনপির প্রার্থীরা কীভাবে এত ভোট পেলো?
চূড়ান্ত ফলাফলও আমাদের এবং অন্যান্য গ্রহনযোগ্য সংস্থার নির্বাচনপূর্ব জরিপের সাথে সামঞ্জস্যপূর্ণ। যদি ব্যাপক অনিয়ম হতো তাহলে ফলাফল জনমত জরিপের কাছাকাছিও হতো না।
পরিশেষে, বিএনপির দ্বারা একটি প্রহসন হয়েছে। এই হচ্ছে সেই অডিও রেকর্ড যাতে বিএনপির জ্যেষ্ঠ নেতা নজরুল ইসলাম খাঁন নির্বাচনের দুইদিন পূর্বেই ভোট বর্জনের কথা বলছেন:

আর এই হলো বিএনপির আরেক জ্যেষ্ঠ নেতা মওদুদ আহেমেদের অডিও রেকর্ডিং যাতে তিনি নির্বাচন শুরুর পর দুই ঘন্টা হওয়ার আগেই খালেদা জিয়ার নির্বাচন বর্জনের হুকুম ছড়াচ্ছেন:

তাই এটি বলা যায়, বিএনপি হারবে আঁচ করতে পেরেই নির্বাচনের দিনের আগেই বর্জনের সিদ্ধান্ত নিয়েছে যেন নির্বাচনটিকে বিতর্কিত করা যায়।
